Jammu Police Executes First Property Attachment under BNSS, Recovers ₹75 Lakhs in ₹2.39 Crore Job Scam; Amount Distributed Among 17 Victims

In a landmark achievement under the newly implemented Bharatiya Nagarik Suraksha Sanhita (BNSS), Jammu Police has successfully carried out its maiden property attachment in a high-profile job fraud case, resulting in the recovery and disbursement of ₹75 lakhs among 17 victims. This marks a significant step in India’s new victim-centric criminal justice reforms.

The case involved Harpreet Singh, a resident of Pallanwala, who impersonated a Lieutenant Colonel in the Indian Army and defrauded multiple individuals of over ₹2.39 crores by falsely promising government jobs in prestigious institutions like MES, MoD, and DRDO.

The fraud came to light following a complaint by Arun Sharma of Nagrota on 6 November 2024, leading to the registration of FIR No. 293/2024 at Police Station Nagrota under several sections of the BNSS. Harpreet Singh was arrested a day later.

During the investigation, police uncovered a property deal involving the sale of a duplex house in Channi Bheja, Tehsil Bahu Fort, Jammu. The transaction—worth ₹2.22 crores—was linked to proceeds of crime received by co-accused Suriender Singh and his wife from Harpreet Singh.

On police request, the Hon’ble Chief Judicial Magistrate, Jammu, passed an attachment order on 18 January 2025 under Section 107(5) BNSS, which was executed by Tehsildar Bahu. A 14-day show cause notice was issued to the accused to justify the funds, failing which the property faced auction.

During court proceedings, Kamaljeet Kour, the seller, made a judicial admission of receiving ₹1.53 crores from the accused and voluntarily agreed to return the amount. She committed to depositing ₹50 lakhs within 7 days and the remaining ₹1.03 crores within two months. An additional disputed amount of ₹40.5 lakhs is subject to trial.

The court ruled that the attachment order would remain until the full admitted amount is deposited, and barred any third-party interest in the property. The SSP Jammu was directed to open a dedicated account for collection and equitable distribution of funds.

Today, ₹75 lakhs was distributed through cheques to 17 verified victims—the first such restitution under BNSS in the Union Territory of Jammu and Kashmir.

The case was thoroughly investigated by Inspector Parvez Sajad (SHO Nagrota) under the supervision of DySP Vinod Kundal (SDPO Nagrota), with oversight by SP Rural Brijesh Sharma (JKPS) and SSP Jammu Sh. Joginder Singh (JKPS). Legal support was extended by Senior Prosecuting Officer Altaf Wahid, and financial analysis was provided by Accounts Officer Kamal Bhagat.

This unprecedented action highlights a new era of accountability, justice, and victim-first enforcement under India’s reformed criminal laws, setting a powerful precedent for future cases involving economic offences.
