The notification, dated 09.12.2024, highlights the extension of the timeline for filing claims, objections, and corrections in the Panchayat Electoral Rolls. The revised schedule is as follows:
Key Activities and Revised Timelines
1. Period for Filing Claims and Objections
Includes additions, deletions, corrections, and transpositions in the Panchayat Electoral Rolls.
Timeline: 11th November 2024 (Monday) to 20th December 2024 (Friday).
2. Special Camps at Polling Booth Locations
Special camps will be held at designated polling booth locations. Panchayat Election Booth Officials (PEBOs) like VLWs, MPWs, and GRS, along with Assembly Booth Level Officers (BLOs), will provide guidance and requisite forms for voters.
Timeline: 14th December 2024 (Saturday) and 15th December 2024 (Sunday).
3. Disposal of Claims and Objections by Electoral Registration Officers (EROs)
Timeline: 30th December 2024 (Monday).
4. Publication of Final Panchayat Electoral Rolls 2025
Timeline: 15th January 2025 (Wednesday).
Instructions from the State Election Commission
Wide Publicity: District Panchayat Election Officers (DPEOs) must ensure broad publicity of the electoral revision process through field staff, including Numberdars and Chowkidars. Social media and official WhatsApp groups should also be used to spread awareness.
House-to-House Survey: PEBOs are instructed to conduct door-to-door surveys to ensure all left-out voters and new voters are registered.
Special Camps: DPEOs may organize additional special camps at the Panchayat Ward level for better accessibility.
The notification stresses the importance of bridging the gaps observed between the Assembly and Panchayat Electoral Rolls. The SEC has reviewed the statistical analysis and identified discrepancies, which necessitate the extension of deadlines to ensure comprehensive voter inclusion.
Official Communique
The circular was signed by Susheel Kumar, JKAS, Secretary, State Election Commission, Jammu & Kashmir, and was addressed to all District Panchayat Election Officers (Deputy Commissioners). Copies of the circular have been forwarded to concerned departments for necessary action.
This initiative aims to strengthen the democratic process by ensuring that all eligible voters are part of the electoral system ahead of the Panchayat elections.
