USTA Holds Meeting at Satwari, Forms District and Zonal Bodies; Key Issues of Teaching Community Discussed
Jammu, September 12 – The United School Teachers Association (JKUSTA), affiliated with the School Teachers Federation of India (STFI), held a meeting today at Satwari under the chairmanship of Sh. Pardeep Singh Jamwal.

During the meeting, a District Body of USTA was framed with the following office bearers:

President – Sh. Shamsher Bajgotra,
Secretary – Sh. Som Nath,
Sr. Vice President – Sh. Nek Ram,
Vice President – Sh. Rajeev Mathur,
President (Female Wing) – Puneet Kour,
Vice President (Female Wing) – Aditi Suri.
A Zonal Body for Zone Satwari was also constituted:

President – Randeep Singh, Sr. Vice President – Shakti Raj, Secretary – Garu Ram, Joint Secretary – Ajay Kumar, Cashier – Nasir Ahmed, Vice President – Sukh Dev, Vice President – Dev Duty

Key Points Discussed in the Meeting:
1. Modification in annual transfer drive 2025 to ensure teachers are placed at suitable locations.

2. Demand for a clear-cut transfer policy applicable to all cadres of the teaching community.

3. Regularization of Principals, ZEOs, Headmasters, and Lecturers.

4. Promotion of all cadres through DPC (Teacher, Master, Lecturer, etc.) every six months for timely benefits.

5. Many government schools that already have their own buildings and safe infrastructure have been closed due to deletion of their U-DISE National Codes. The Association demanded that such schools should be allotted U-DISE codes again and reopened for students.

6. Release of pending liabilities under MDM to ease the burden on teachers.

7. Monthly honorarium enhancement for cooks working for the past 10–15 years on just ₹1000.

8. Construction of boundary walls for all government schools on a compulsory basis.

9. Lecturers, Masters, Headmasters, Principals, CEOs above 50 years of age should be given suitable postings within their home districts, considering their age factor.

10. Detailed discussion on TET issues and the future strategy regarding the same.

11. Teachers should be exempted from all non-academic duties such as surveys, election work, BLO assignments, and other departmental tasks, so that they can remain fully dedicated to classroom teaching.

12. In Jammu & Kashmir UT, there are 10 districts and in each district nearly 500 teachers are deputed for election work, BLO, survey, and other non-academic duties. The Association strongly objected to this practice, stressing that it poses a serious threat to classroom teaching in government schools. Teachers should therefore be exempted from such non-academic work.


The meeting was attended by Rajeev Kumar, Roop Chand, J.A. Malik, Younus Rahi, Thoru Ram and many other members.
