Jammu, September 28, 2026: The School Education Department, Government of Jammu and Kashmir, has issued Government Order No. 400-JK (Edu) of 2026 dated September 25, 2026, sanctioning the delegation of Drawing and Disbursing Officer (DDO) powers to 33 headless institutions.

Under the order, DDO powers have been assigned to designated officers of other educational institutions until regular arrangements are made by the department.

The institutions covered by the order are located across Jammu, Samba, Kathua, Udhampur, Poonch, Rajouri, Reasi, Doda and Kishtwar districts.

The order specifies that the delegated officers shall exercise DDO powers in accordance with the applicable rules and instructions of the Union Territory of Jammu and Kashmir.

The delegation is restricted to drawing and disbursing salaries, operating authorised funds, and processing financial transactions through the existing financial and treasury systems.

The order further clarifies that the delegation is confined to financial and DDO-related functions and does not confer administrative powers relating to appointments, postings, transfers, disciplinary matters or other service-related issues unless separately authorised.

The delegation will remain subject to the Financial Code, Treasury Rules, Delegation of Financial Powers and other applicable government instructions.

The order has been issued by the School Education Department, Government of Jammu and Kashmir, for ensuring necessary financial arrangements in the concerned headless institutions.
