Government Approves Rehabilitation of Shopkeepers Affected by Delhi–Amritsar–Katra Expressway Project

Srinagar, July 10: The Jammu and Kashmir Government has approved the rehabilitation and resettlement of shopkeepers and kiosk occupants affected by the road widening work of the Delhi–Amritsar–Katra Expressway at Nai Basti, Satwari Chowk, Jammu.
According to Government Order No. 142-JK (HUD) of 2026, issued by the Housing & Urban Development Department, administrative approval has been granted for the transfer of 3 Kanal of State land (Khasra No. 746 Min, Village Gole Gujral) to the Jammu Municipal Corporation (JMC) for the development of a new municipal market.
The order provides for the rehabilitation of 33 eligible shopkeepers, while 6 illegal shopkeepers have been excluded from the rehabilitation plan. The Government will provide funds to JMC for the construction of the new market.
The order also states that ex-gratia compensation, as permissible under the NHAI Act, will be transferred to JMC to meet rehabilitation-related expenses.
Additionally, a committee headed by the Divisional Commissioner, Jammu, has been authorized to oversee the rehabilitation process, ensure smooth implementation without any law and order issues, and coordinate with all concerned departments to make the new market fully functional with the required infrastructure.
The approval follows the Council of Ministers Decision No. 76/09/2026 dated June 23, 2026, and is aimed at facilitating the smooth execution of the expressway project while ensuring proper rehabilitation of eligible affected shopkeepers.
