New Delhi, April 30, 2026:
The Election Commission of India (ECI) has introduced a QR code-based Photo Identity Card system to strengthen security and prevent unauthorized access at election counting centres across the country.
According to an official press note, the new system will come into effect starting May 4, 2026, during the counting process for Assembly elections in Assam, Kerala, Tamil Nadu, West Bengal, Puducherry, and by-elections in several constituencies. The system will later be extended to all future Lok Sabha and State Assembly elections.
The initiative aims to ensure strict access control by allowing entry into counting halls only after successful verification through QR code scanning. A three-tier security mechanism has been established. While identity cards will be manually checked at the first two levels, the final entry point will require QR-based authentication.
The QR-based ID cards will be issued to all authorized personnel, including Returning Officers, counting staff, candidates, election agents, and technical teams.
To facilitate media coverage, the ECI will also set up dedicated Media Centres near counting halls. Media personnel will continue to gain access based on official authorization letters issued by the Commission.
Officials have been directed to deploy trained staff at designated checkpoints to ensure smooth and secure implementation of the system. The Commission emphasized that the move is part of its broader effort to enhance transparency, security, and efficiency in the electoral process.
This initiative is among over 30 reforms introduced by the ECI in the past year to modernize election management and strengthen democratic processes.
