Jammu & Kashmir Designates JKBOSE as Nodal Agency to Conduct TET; In-Service Teachers Given 2-Year Window to Qualify
Jammu, February 23: The Government of Jammu and Kashmir has designated the Jammu and Kashmir Board of School Education (JKBOSE) / State School Standards Authority (SSSA) as the nodal agency for conducting the Teachers Eligibility Test (TET) in the Union Territory.
The decision has been taken in compliance with the judgment dated September 1, 2025, delivered by the Hon’ble Supreme Court of India in Civil Appeal No. 1385/2025 titled Anjuman Ishat-E-Taleem Trust vs State of Maharashtra & Others.
Key Highlights of the Order
Mandatory TET for Teachers
The Supreme Court has held that all schools covered under Section 2(n) of the RTE Act must comply with TET requirements. This includes government and private schools, except minority institutions, which have been temporarily exempted pending a decision by a larger bench.
Relief for Teachers Nearing Retirement
In-service teachers who have less than five years of service remaining before superannuation may continue in service without qualifying TET. However, if such teachers seek promotion, they must qualify TET.
Two-Year Window for Others
In-service teachers recruited prior to the enactment of the RTE Act and having more than five years of service remaining must qualify TET within two years from the date of notification. Failure to do so may result in compulsory retirement or cessation of service, subject to applicable service rules.
Action Plan for Conduct of TET
- JKBOSE has been officially designated as the examination-conducting body.
- Online applications will be received through a dedicated software module integrated with the JKBOSE website.
- Examination centres will be established at district headquarters and in Srinagar and Jammu.
- Security measures including gazetted officers as observers, jammers, and police assistance will be deployed.
- The syllabus will be aligned with NCTE’s CTET pattern, with minor modifications suited to J&K’s curriculum.
The examination process is expected to be completed within the next two years, as directed by the Supreme Court.
