DC Kishtwar Reviews RDD Sector; Orders Strict Action Against Underperforming Officials
Deputy Commissioner Kishtwar, Sh. Pankaj Kumar Sharma (JKAS), chaired a comprehensive review meeting of the Department of Rural Development and Panchayati Raj (RDD) to assess the progress of various developmental schemes across the district.
Detailed Review of Major Schemes
The meeting reviewed progress under UT/District Capex, Aspirational Block Development Programme (ABDP), Aspirational Panchayat Development Programme (APDP), MGNREGA, PMAY-G, SBM-G, DDC/BDC/PRI Grants, Awaas Plus Survey, RGSA, MGMD and other key initiatives.
A detailed presentation on physical and financial progress was delivered by ACD Kishtwar Sh. Manoj Kumar (JKAS) and ACP Kishtwar Sh. Neeraj Sharma (JKAS), highlighting block-wise achievements and gaps.
Focus on MGNREGA
The DC reviewed block-wise generation of person-days (PDs), timely payment of wages, geo-tagging progress and compliance with guidelines under MGNREGA. He directed officers to ensure timely execution and strict adherence to norms.
Strict Accountability Measures
Taking serious note of poor performance, the DC ordered withholding of salaries of underperforming BDOs, Technical Assistants (TAs), Panchayat Secretaries and GRS.
Delay compensation was imposed on officials who failed to fill Muster Rolls in time under MGNREGA. The DC also directed initiation of suspension proceedings against one Technical Assistant and one Panchayat Secretary for dereliction of duty.
The Deputy Commissioner emphasized that future performance reviews will be strictly based on Key Performance Indicators (KPIs) and accountability will be fixed at every level.

The meeting was attended by CPO Kishtwar Sh. Akhil Thakur, ACD Manoj Kumar, ACP Neeraj Sharma, AD Planning RDD Ashraf Wani, all BDOs, Panchayat Secretaries, Technical Assistants and other concerned officials.
The district administration reiterated its commitment towards transparent, accountable and quality implementation of all rural development schemes in Kishtwar.
