Deputy Commissioner Dr. Bilal Mohi-ud-din Bhat, IAS, on Tuesday chaired an important meeting of the MDDLTFC (Mineral Development, Detection, Logistics & Transport Facilitation Committee) to strengthen the monitoring mechanism for mineral extraction and transportation in Budgam.
The meeting focused on enforcing a zero-tolerance policy against illegal mining, with the administration approving a series of strict measures aimed at enhancing transparency, accountability, and real-time monitoring across the district.
Key Decisions Taken in the Meeting
Strict enforcement of mining laws with coordinated action by revenue, police, and mining departments.
Mandatory GPS and RFID tracking of all vehicles involved in mineral transportation to prevent illegal movement.
Establishment of a 24×7 Control Room for continuous monitoring and grievance redressal.
Installation and integration of APNR (Automatic Plate Number Recognition) cameras at strategic locations to track vehicle movement.
Regular inspections and surprise checks to detect and deter violations.
DC’s Directions
DC Budgam emphasized that illegal mining not only causes serious environmental damage but also leads to loss of government revenue. He directed all concerned officers to ensure full implementation of the approved measures and warned that any laxity or collusion would invite strict disciplinary and legal action.
“There will be no compromise on transparency and accountability. Illegal mining will be dealt with firmly, and offenders will be booked under relevant laws,” the DC stated.

Curb illegal extraction and transportation of minerals
Protect riverbeds, agricultural land, and the environment
Ensure lawful mining activities
Strengthen public trust through transparent governance
The district administration reaffirmed its commitment to using technology-driven solutions and inter-departmental coordination to effectively curb illegal mining activities in Budgam.
This move is expected to significantly improve regulation in the mining sector and set a strong example for sustainable resource management in the district.
