Mission YUVA: Jammu & Kashmir Government’s Major Initiative to Empower Youth and Boost Employment

Date: October 5, 2025: The Jammu and Kashmir Government has launched Mission YUVA (Yuva Udyami Vikas Abhiyan) — a flagship youth empowerment and entrepreneurship mission designed to tackle unemployment and transform the UT’s young population into job creators rather than job seekers. The initiative aims to provide comprehensive support to aspiring entrepreneurs through training, funding, and mentorship.

Officials said Mission YUVA is an integrated effort to identify, train, and finance young entrepreneurs across all districts of Jammu and Kashmir. It seeks to strengthen the local economy by encouraging innovation and self-reliance among youth.



Key Highlights of Mission YUVA:

1. Main Objective:

To reduce unemployment and create a culture of entrepreneurship among youth.

To identify 1.37 lakh (137,000) potential entrepreneurs and help them start or expand their ventures.

The mission aims to generate over 4.25 lakh jobs directly and indirectly in the coming years.


2. Implementation Agency:

The mission is being implemented under the Department of Mission Youth, Government of Jammu & Kashmir.

It works in collaboration with J&K Bank, various departments, and private sector partners for financial and technical support.


3. Survey and Registration:

A Baseline Survey is being conducted across all districts to identify and register young entrepreneurs.

Over 20,000 field investigators have been engaged for data collection using the Mission YUVA Mobile App.

The app also provides access to training programs, loan facilities, and government schemes.


4. Financial Support & Credit Assistance:

Mission YUVA ensures easy access to loans through J&K Bank’s “YUVA Udaan” campaign, which facilitates credit linkage for eligible entrepreneurs.

Financial support includes low-interest loans, subsidies, and startup grants under UT and central government programs.



5. Skill Development & Training:

The mission focuses on skill enhancement through capacity-building workshops and entrepreneurship development programs.

Training sessions are conducted in collaboration with institutes such as IIM Jammu, NIT Srinagar, and Industrial Training Institutes (ITIs).



6. Business Support & Mentorship:

Establishment of Business Help Desks and Incubation Centers at district and block levels to guide youth through project planning and business registration.

Around 80 business help desks are proposed to provide hand-holding support and professional mentoring.



7. Sectoral Focus:

Mission YUVA supports projects in agriculture, horticulture, tourism, handicrafts, IT, manufacturing, and services sectors.

Special focus is given to women entrepreneurs, artisans, and youth in rural and border areas.



8. Technology Integration:

The Mission YUVA App and Portal serve as a one-stop platform for registration, tracking, mentorship, and progress monitoring.

Youth can access information about government subsidies, loan schemes, and upcoming employment drives through the digital portal.

9. Progress So Far:

Over 1 lakh youth have already registered under the initiative.

Several district-level awareness drives and training sessions have been organized.

Early beneficiaries under Mission YUVA have started small enterprises in sectors like food processing, handicrafts, and tourism.


10. Future Vision:

The government plans to link Mission YUVA with the New Industrial Development Scheme (NIDS) to expand job creation in the private sector.

Upcoming industrial estates in Samba, Kathua, Pulwama, and Baramulla are expected to benefit Mission YUVA participants through direct employment and supplier networks.


Officials stated that Mission YUVA is not merely a self-employment program but a comprehensive youth transformation strategy, aimed at building an innovative, self-sufficient, and dynamic young generation in Jammu and Kashmir.

The mission is expected to significantly lower unemployment, promote entrepreneurship, and strengthen the socio-economic fabric of the Union Territory in the coming decade.

J&K Govt Notifies HRA for Employees Across Union Territory Srinagar, October 03, 2025: The Government of Jammu and Kashmir has issued a notification regarding the House Rent Allowance (HRA) for government employees across the Union Territory. As per the notification (S.O. 246), issued by the Finance Department under the directions of the Lieutenant Governor, the HRA will be applicable with effect from January 1, 2024, in the revised pay structure as per the classification notified by the Central Government. The HRA rates have been fixed as follows: All Metropolitan Cities (X Class Cities): 30% of Basic Pay Srinagar UA/Jammu UA (Y Class Cities): 20% of Basic Pay Other Places (Z Class Locations): 10% of Basic Pay The order was issued by Santosh D.
