Government Amends Toll Fee Rules to Incentivize Digital Payments for Non-FASTag Users
New Delhi, October 4, 2025:
The Government of India has notified the National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2025, set to come into effect from November 15, 2025, introducing new user fee collection norms to promote digital transactions at toll plazas.

As per the amendment, vehicles entering toll plazas without a valid, functional FASTag will be charged double the applicable fee if payment is made in cash. However, if such users opt to pay through Unified Payment Interface (UPI), they will be charged only 1.25 times the applicable user fee.

For instance, if the regular FASTag fee is ₹100, cash payments will attract a charge of ₹200, while UPI payments will be ₹125.

The move aims to strengthen the toll collection system, reduce congestion, enhance transparency, and encourage digital payments on National Highways. The government stated that the revised rules reflect its commitment to leveraging technology for efficient toll operations and improving the overall commuting experience.
