DC Kathua Issues Strict Directions to Prevent Encroachments and Illegal Constructions on Water Bodies
Kathua, October 28, 2025:
The Deputy Commissioner Kathua, Rajesh Sharma (JKAS), has issued a comprehensive circular directing immediate action against illegal encroachments and unauthorized constructions along rivers, streams, wetlands, and other water bodies under the Jammu and Kashmir Water Resources (Regulation and Management) Act, 2010.

The circular, numbered KTH/110 of 2025, emphasizes that any form of encroachment, construction, pollution, or obstruction in and around water bodies is strictly prohibited and punishable under law.

Key directives include:

Identification and Mapping: A detailed survey and geo-tagging of all water bodies, including natural and man-made channels, with a report to be submitted within 30 days.

Vigilance and Monitoring: Establishment of a dedicated district-level monitoring cell and deployment of patrolling teams in flood-prone and sensitive areas.

Action Against Violators: Initiation of legal proceedings and eviction notices against individuals or entities involved in illegal occupation, dumping of waste, or unauthorized water extraction.

Coordination and Reporting: Monthly and fortnightly reports to be submitted by concerned departments, with coordination between district administration, police, and local bodies.

Public Awareness: Installation of warning boards at vulnerable sites and awareness campaigns through panchayats and municipal bodies.


The Deputy Commissioner has warned that non-compliance with these directives will invite strict disciplinary action.
