Dated: January 27, 2025: The Finance Department (Codes Division) of the Government of Jammu and Kashmir has issued a significant update regarding the payment of Dearness Allowance (DA) to its government employees. This announcement comes in light of the Council of Ministers' Decision No. 001/01/2025, dated January 20, 2025, which addresses revised rates effective from July 1, 2024.
As per Government Order No. 28-F of 2025, issued on January 27, 2025, the key details of the DA revision are as follows:
Revised Dearness Allowance Rates
Existing Rate: 50% of Basic Pay per month.
Revised Rate: 53% of Basic Pay per month.
Effective Date: The new rate is applicable from July 1, 2024.
Key Highlights of the Order
1. Definition of Basic Pay:
The term "Basic Pay" refers to the pay drawn in the prescribed level of the pay matrix under the 7th Pay Commission.
It excludes any additional pay components, such as special pay or allowances.
2. Payment of Arrears:
The arrears for the additional installment of DA, covering the period from July 2024 to December 2024, will be disbursed in cash during February 2025.
These arrears will be part of the monthly salary starting January 2025.
3. Rounding Off Payments:
Any DA amount involving a fraction of 50 paise or more will be rounded up to the next rupee.
Fractions below 50 paise will be ignored.

This update is a welcome move for government employees, ensuring financial benefits in light of inflation. The payment of arrears in February 2025 provides additional financial relief for the employees.
