Kishtwar, January 24, 2024: In a significant move against terrorism in District Kishtwar, the Hon’ble Special NIA Court in Doda has ordered the attachment of 11 properties belonging to absconding terrorists currently operating from Pakistan and Pakistan-Occupied Kashmir (PoK). This action is part of a broader strategy aimed at dismantling terror networks in the region.
Details of the Case and Investigation: The action was taken following a thorough investigation into case FIR No. 272/2022, which was registered under sections 120-B, 121-A of the Indian Penal Code (IPC) and sections 13, 18, and 39 of the Unlawful Activities (Prevention) Act (UAPA) at the Police Station in Kishtwar. The investigation culminated in legal proceedings before the Hon’ble NIA Special Court, Doda.
Earlier, the Hon’ble Court had declared 36 Kishtwar-based terrorists, who were operating from PoK/Pakistan, as absconders. Among these, the properties of 11 absconding terrorists, spanning a total area of 52 Kanals 8.875 Marlas, were identified and subsequently attached according to legal procedures.
Court Orders and Execution: The orders for attachment were issued by the Hon’ble Additional District & Sessions Judge, Ms. Sudesh Sharma, Special Judge at the NIA Court, Doda, under Section 83 of the Criminal Procedure Code (CrPC) on January 23, 2025. Following these directions, the Senior Superintendent of Police (SSP) Kishtwar formed special teams, consisting of senior police officers and Executive Magistrates, to ensure the execution of the court’s orders.
The attached properties have been visibly marked with signboards informing the public of their attachment as per the legal directions.

Further Action and Future Steps: In addition to the 11 properties, the Additional Director General of Police (ADGP) for the Jammu Zone, Shri Anand Jain, IPS, revealed that properties of 18 more absconding terrorists have been identified. Efforts to attach these properties are already underway, which will further disrupt the operational capabilities of terror networks and curtail their activities in the region.
Message from ADGP Jammu: ADGP Jammu reaffirmed the commitment of the Jammu and Kashmir Police to dismantling terrorism in the region. The attachment of terrorist properties is a crucial part of the larger strategy to target and eliminate terror infrastructure, preventing anti-national elements from misusing assets for funding or supporting terrorism.
In a stern warning to anti-national elements, overground workers, and sleeper cells, ADGP Jammu urged them to desist from supporting terrorism and to return to the mainstream. He emphasized that anyone found aiding or abetting terrorist activities would face the full force of the law. Citizens have been encouraged to stay vigilant and assist law enforcement agencies by reporting any suspicious activity.
This decisive action serves as a clear message to all involved in anti-national activities that the Jammu and Kashmir Police is determined to safeguard the region’s peace and security, ensuring that terrorism has no place in the valley.
